The hitch-hiker is attempting to make his way to Birmingham, but he isn't having much luck - no-one is stopping to pick him up. Late in Foiled some of the main characters are in a car which stops briefly near him.
The character is in fact based on my own experiences with hitch-hiking - back in 1991 I took part in a sponsored hitch-hike with Howell. You can find out more details of our hitch-hiking adventures by following this link.
